Following are detailed, instructions regarding Civil Affairs referred to in paragraph 2 of directive in A.M. 301619 begins:-

Objects of Military Administration are two-fold:-

(a) Short-term, Maintenance of law and order and

prevention of disease and unrest. Implementation of this will require supplies of food, clothing, medical goods, etc., and of equipment for maintenance or restoration of essential services; these will be shipped as soon as possible.

(b) Long-term.

Restoration of framework of administration of Colony with view to establishment of stable civil government, and rehabilitation of social and economic life of Colony with view to its future well-being, and prosperity.

To enable you to carry on the Military Administration of Hong Kong, Chief Civil Affairs Office, Brigadier D.M. MacDougall, has been appointed to your staff to assist in administering civil population. Staff of officers has been provided with him, made available so far as possible by the Colonial Office from those who have knowledge of the Colony, people and language. This C.A. Unit is intended to form nucleus of Staff of Civil Government of Colony when established.

The C.C.A.0. and nucleus staff of key officers are proceeding by air with all possible speed. He will be in possession of directives on Civil Affairs Policy and on particular matters of importance (e.g. Finance) of which he will give you copies.

Pending arrival of C.C.A.0. you will take such steps as

your resources permit:

(a) to maintain law and order;

(b) to render aid to civilian internees until they

come under the control of some other responsible authority;
